CIPP Launches Public Sector Pay Forum as Payroll Challenges Grow

The Chartered Institute of Payroll Professionals (CIPP) has launched its inaugural Public Sector Pay Forum, bringing together payroll professionals and industry experts from across the UK to address the growing challenges facing the public sector payroll profession.

The launch comes as public sector organisations continue to operate under significant financial pressure. According to the latest Office for National Statistics (ONS) figures, UK public sector borrowing reached £23.3 billion in May 2026, the second-highest May borrowing on record, while public sector net debt stood at 95.1% of GDP.
Against this backdrop, payroll professionals are expected to deliver accurate, compliant payroll while navigating evolving legislation, increasing operational complexity and rising workforce expectations, often with limited resources.
Supporting payroll professionals through growing complexity
Speaking at the event, Jason Davenport FCIPP MIoD, CEO of the CIPP, said the forum was created to provide payroll professionals with practical guidance, professional development opportunities and a network of peers to help navigate an increasingly complex operating environment.
“Public sector payroll professionals play a vital role in ensuring millions of employees are paid accurately and on time, while maintaining compliance in an increasingly complex legislative environment,” he said.
The inaugural forum welcomed more than 150 delegates, with sessions covering National Minimum Wage compliance, public sector pensions and holiday pay. Interactive roundtables also explored payroll systems, termination payments, back pay, reward strategies, risk management and securing senior leadership buy-in.
Alongside the technical sessions, delegates were encouraged to share practical experiences from their own organisations, highlighting how collaboration between peers can help address common challenges and improve payroll practices across the sector.
Payroll’s role continues to evolve
The demands placed on payroll teams have grown significantly in recent years. Beyond ensuring employees are paid accurately and on time, payroll professionals are increasingly responsible for interpreting legislative changes, managing complex pension arrangements, supporting reward initiatives and reducing organisational risk.
Within the public sector, these responsibilities are often compounded by budget constraints and workforce pressures. Local authorities, NHS trusts, schools and other public bodies frequently manage large, diverse workforces with varying contractual arrangements, making compliance and accuracy increasingly complex.
As a result, payroll is becoming a more strategic function, working closely with HR, finance and reward teams to ensure organisations remain compliant while supporting wider workforce objectives.
